    A Bill to amend Section 16-11-700, as amended, Code of Laws of South Carolina, 1976, relating to the prohibition against dumping litter on private or public property, exceptions, responsibility for removal, and penalties, so as to provide that the responsibility for the removal of litter from property or receptacles is upon the person convicted under this Section of littering the property or receptacles, but that if there is no conviction, the responsibility is upon the owner of the property or upon the owner of the property where the receptacle is located.-amended title
