    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 39-1-75 so as to provide that if an optical scanner used by any retail vendor overcharges for an item purchased, the purchaser is entitled to a refund of three times the purchase price of the item or five dollars, whichever is less, and to provide civil penalties for violations.
