    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Sections 48-39-270 through 48-39-360 so as to provide for beach protection through a forty-year program to restore the beach/dune system to its natural dynamic equilibrium; to amend Section 48-39-10, relating to definitions pertaining to coastal tidelands and wetlands, so as to revise the definition of "critical area"; and to amend Section 48-39-130, relating to permits to utilize critical areas, so as to revise the exception for emergency repairs without a permit.
