A Bill to amend Title 1, Code of Laws of South Carolina, 1976, relating to administration of the government, by adding Chapter 18, so as to provide for definitions of certain terms in the Chapter; for the State Reorganization Commission to review the regulation of certain occupations; for public hearings to be held as to whether the occupation should be regulated and for the Commission to consider proposals for regulation; for waiving of the hearing by two-thirds of the members of the standing committee to which a bill regulating an occupation is referred; for notice of the hearing to the public and others affected by regulation; for factors to be considered by the Commission in evaluating whether an occupation should be regulated; for the various degrees of regulation to be considered if the Commission determines that existing remedies do not adequately protect the public health, safety, or welfare; and for the Commission to make recommendations in writing to the General Assembly as to how the occupations should be regulated.
