    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 14 to Title 48 so as to enact the "Stormwater Management and Sediment Reduction Act" and to provide civil penalties for violations; to amend Section 48-18-70, relating to erosion and sediment reduction and stormwater management regulations promulgated by the South Carolina Land Resources Conservation Commission, so as to provide that the Commission, in consultation with the Department of Highways and Public Transportation and the Department of Health and Environmental Control, shall promulgate regulations for erosion and sediment reduction and stormwater management on land and land disturbing activities under the jurisdiction of the Department of Highways and Public Transportation; to repeal Chapter 13, Title 48 of the 1976 Code relating to county sediment control programs, and to direct the South Carolina Land Resources Conservation Commission to promulgate regulations.-amended title
