    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 11-11-142 so as to prohibit appropriation of nonrecurring revenues for a recurring purpose except upon a two-thirds vote of each house of the General Assembly and to require such an appropriation to identify the source of the nonrecurring revenue.
