    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 58-12-35 so as to devolve the duties, functions, and responsibilities of county and municipal governing bodies in regard to cable television upon the Public Service Commission on July 1, 1990, to provide that the Commission shall regulate the rates charged by cable television companies in a certain manner, and to provide exceptions.
