A Bill to amend Section 4-9-30, Code of Laws of South Carolina, 1976, relating to the powers of county governments, so as to provide that uniform service charges may only be imposed by counties if expressly authorized by the General Assembly; and to amend Section 5-7-30, as amended, relating to the powers of municipal governments, so as to provide that uniform service charges may only be imposed by municipalities if expressly authorized by the General Assembly.
