A JOINT RESOLUTION
TO APPROVE REGULATIONS OF THE BOARD OF EDUCATION,
RELATING TO INTERVENTION WHERE QUALITY OF
EDUCATION IN A LOCAL SCHOOL DISTRICT IS IMPAIRED,
DESIGNATED AS REGULATION DOCUMENT NUMBER 1473,
PURSUANT TO THE PROVISIONS OF ARTICLE 1, CHAPTER 23,
TITLE 1 OF THE 1976 CODE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. The regulations of the Board of Education, relating to
intervention where quality of education in a local school district is
impaired, designated as Regulation Document Number 1473, and
submitted to the General Assembly pursuant to the provisions of Article
1, Chapter 23, Title 1 of the 1976 Code, are approved.
SECTION 2. This joint resolution takes effect upon approval by the
Governor.

SUMMARY AS SUBMITTED BY PROMULGATING
AGENCY.
This regulation establishes procedures, as required by the Education
Improvement Act of 1984, to evaluate the quality of education in the
school districts of the state. This regulation provides that performance
standards will be adopted and applied annually by the State Board of
Education in the following areas: (1) test results; (2) accreditation
deficiencies; (3) dropout rates; (4) student attendance rates; and, (5)
faculty attendance. It is recommended that Regulation 43-301 be
amended through permanent regulation in order to accommodate
changes which have taken place in the state's testing programs and to
designate districts which fail to meet outcome criteria as "highest
priority for technical assistance."
