 Senate to His Excellency Nelson Mandela on his entering office as Executive
 President of the Republic of South Africa, and extending to President Mandela
 and the people of South Africa the Senate's best wishes for peace and
 prosperity.

A SENATE RESOLUTION

EXPRESSING THE CONGRATULATIONS OF THE MEMBERS OF THE SENATE TO HIS EXCELLENCY NELSON MANDELA ON HIS ENTERING OFFICE AS EXECUTIVE PRESIDENT OF THE REPUBLIC OF SOUTH AFRICA, AND EXTENDING TO PRESIDENT MANDELA AND THE PEOPLE OF SOUTH AFRICA THE SENATE'S BEST WISHES FOR PEACE AND PROSPERITY.

Whereas, the members of the Senate are pleased to note that His Excellency Nelson Mandela was inaugurated on May 10, 1994, as executive president of the Republic of South Africa; and

Whereas, his election is notable in that it was the result of the first election held in that country in which all of the nation's residents of voting age were eligible to participate; and

Whereas, this first truly free and fair election resulted in an overwhelming mandate for President Mandela and his party; and

Whereas, the Senate is impressed by the extraordinary lack of animus and commitment to reconciliation that is evidenced by this man who for twenty-seven years was imprisoned under the old regime and the Senate is equally impressed by the political courage of former president F. W. de Klerk, leader of the National Party, and architect of the demise of the system of apartheid who will be serving as an executive vice-president in the new government; and

Whereas, when the celebrations are over, President Mandela, Vice-President de Klerk, and other members of the government of the Republic of South Africa have great work to do in the political and economic development of this extraordinarily rich and diverse country; and

Whereas, it is appropriate for the members of the Senate to pause in their deliberations so that they might congratulate Executive President Mandela as he assumes office and wish for him, the members of his government, and all South Africans peace and prosperity in the years to come. Now, therefore,

Be it resolved by the Senate:

That the members of the Senate express congratulations to His Excellency Nelson Mandela on his entering office as Executive President of the Republic of South Africa, and by this resolution extend to President Mandela and the people of South Africa the Senate's best wishes for peace and prosperity in the years to come.

Be it further resolved that a copy of this resolution be forwarded to His Excellency Nelson Mandela, Executive President of the Republic of South Africa.
