THE COMMITTEE ON RULES
To whom was referred a Senate Resolution (S. 865), to amend
Rule 25 of the Senate Rules, relating to germaneness, etc.,
respectfully
REPORT:
That they have duly and carefully considered the same, and
recommend that the same do pass with amendment:
Amend the bill, as and if amended, page 1, after line 27, by
adding the following:
/ RULE 13
PROVISIONS OF THE GENERAL APPROPRIATION
BILL
AND SUPPLEMENTAL APPROPRIATION
BILLS
The General Appropriation Bill and Supplemental Appropriation
Bills shall include only provisions for appropriating funds,
provisions affecting revenue, and rules, regulations, and procedures
relative to it; and no provision of an Appropriation Bill, and no
amendment to it is in order unless its substantial effect is directly
germane to these purposes. No provision may be put in a
permanent part of this Bill unless it relates directly with an
appropriation being made or revenue provided in it for the fiscal
year referred to in the Bill. The provisions of this rule shall be
strictly construed./
Amend title to conform.

TO GERMANENESS, SO AS TO SPECIFY THAT NO CLAUSE
SHALL BE INSERTED IN A BILL UNLESS IT RELATES TO
THE SPECIFIC SUBJECT OF THE BILL.
Be it resolved by the Senate:
That Rule 25 of the Rules of the Senate shall be amended to read as
follows:
RULE 25.
Clauses in Bill Must Be Germane
No clause shall be inserted in a Bill unless the same
it relates to the specific subject of the Bill.
