    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Chapter 26 to Title 44 so as to provide for the rights of mental retardation clients; to amend Section 44-20-260, as amended, relating to mental retardation research programs, so as to require a client's prior consent; and to repeal Sections 44-23-230, 44-23-1020, 44-23-1030, 44-23-1040, 44-23-1050, and 44-23-1070, relating to the rights of mental retardation clients.
