    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 11-11-15 so as to provide that all functions of the State Budget and Control Board in the preparation and submission to the General Assembly of the recommended State Budget are devolved upon the Governor; to provide that the Governor shall consult with the State Treasurer and the Comptroller General in preparing the recommendations, to provide that the Budget Division of the State Budget and Control Board shall assist the Governor in preparing budget recommendations, and to provide for the status of the Budget Division within the State Budget and Control Board.
