    A CONCURRENT RESOLUTION TO MEMORIALIZE CONGRESS TO APPROPRIATE AND FUND THE 5.7 BILLION DOLLARS PLEDGED BY PRESIDENT GEORGE W. BUSH TO INCREASE THE PAY AND IMPROVE THE QUALITY OF LIFE OF THE BRAVE MEN AND WOMEN WHO VOLUNTEER AND SERVE IN THE ARMED FORCES OF THE UNITED STATES, TOGETHER WITH ALL SUMS NECESSARY TO MODERNIZE, INSURE MAXIMUM READINESS, AND ENABLE THE ARMED FORCES OF THE UNITED STATES TO MEET THE MODERN WARFARE AND TERRORIST CHALLENGES OF THE TWENTY-FIRST CENTURY.
