A Bill to amend Title 44, Code of Laws of South Carolina, 1976, by adding Chapter 96 so as to establish the policy of this State regarding solid waste and to provide for the management of solid waste; to amend Section 16-11-700, relating to the offense of littering, so as to increase the penalties for violations; to provide for existing regulations; to provide that alternative financing for implementation of solid waste policy is intended; and to direct the South Carolina Public Service Commission and the Joint Legislative Committee on Energy to review use of solid waste as a source of fuel for producing electricity.-amended title
