    A Bill to amend Chapter 5, Title 56, Code of Laws of South Carolina, 1976, relating to traffic regulations, by adding Article 48 so as to require occupants of motor vehicles to wear a properly fastened safety belt, to provide exceptions, to provide penalties for violations, and to require the Chief Insurance Commissioner to order a rate reduction by each automobile insurer of not less than five percent upon implementation of this Act.
