  • Letter from Oversight Committee to DOT and DOT Commission (February 10, 2015)
  • The Oversight Committee notifies DOT that it has been selected for study, provides flow chart of process and explains expectations.
  • Requests to Legislative Audit Council (LAC) (March 10, 2015)
  • The Oversight Committee concurs with a request for an audit and adds additional aspects of DOT the Committee would like the Legislative Audit Council to audit.
  • Letter from LAC to Oversight Committee (March 18, 2015)
  • The Legislative Audit Council notifies the Oversight Committee about its meeting held on March 17, 2015, in which it accepted the Oversight Committee's audit request regarding DOT.
  • Letter from DOT to the Federal Highway Administration (FHWA) (March 24, 2015)
  • This letter was provided by DOT at the request of the Subcommittee. It involves the termination of the I-85 contract.
  • Letter from Secretary Oakley to Governor Haley (June 1, 2015)
  • Secretary Oakley notifies Governor Haley that she is resigning as Secretary of DOT.
  • Letter from Oversight Subcommittee to DOT (June 2, 2015)
  • The Subcommittee requests the following after the June 2, 2015, meeting: (1) Definition of the term "maintenance" and works that falls within it; (2) Chart explaining the portions of the DOT 2015-16 Budget Submittal which relate to maintenance work, operation and capacity improvement projects, etc.; (3) Breakdown of each bond including outstanding debt, interest rate, etc; (4) Breakdown of payroll; and (5) structure and expenditures related to the individual County Transportation Committees (CTC)
  • Letter from Oversight Subcommittee to LAC (June 9, 2015)
  • The Subcommittee provides the Legislative Audit Council (LAC) copies of additional information the Subcommittee has received which may helpful for the LAC audit. The Subcommittee also requests LAC, as part of LAC's audit, analyze the amount DOT expends for the "C" Program in general, and in particular for those CTCs administered by the department.

  • DOT provides the Subcommittee the information requested in the Subcommittee's June 2, 2015 letter.
  • Letter from Oversight Subcommittee to DOT (June 30, 2015)
  • The Subcommittee requests the following after the June 30, 2015 meeting: (1) Number of temporary, time limited, temporary grant and full time employees; (2) State of the Pavement Report; (3) Cost per mile to repair an interstate; and (4) All closing costs associated with each DOT bond including attorney fees, origination fees, etc.
  • Letter from Oversight Subcommittee to York County DOT Engineering Dept (July 4, 2015)
  • A Subcommittee member requests the following information from their local DOT engineering department to assist in the Subcommittee's study: (1) Contracts on road/resurfacing projects for 2014; (2) Total monies allocated for road/resurfacing in 2014; (3) County personnel involved with road projects along with specific duties; (4) Bid process and procedures required by the County; (5) Submittals to DOT including: number of people involved from DOT required when completing the project; and outline of DOT procedures and guidelines from the beginning of the project; and (6) Suggestions for how to improve the overall process from the perspective of timing of the job, bidding of the job, performance requirements of the contractors, and cost over runs/delays.
  • Letter from DOT to Oversight Subcommittee (July 22, 2015)
  • DOT provides the Subcommittee the following information in response to the Subcommittee's June 30, 2015 letter: (1) 10 year payroll history by classified position; (2) State of the Pavement Report; (3) Cost to Repair Interstate; (4) Closing Costs on DOT Bonds; (5) Act 114 Prioritization Directives and Ranking Lists; and (6) Employee Grievance Decisions.
  • Letter from Oversight Subcommittee to DOT (August 13, 2015)
  • The Subcommittee requests the following after the August 13, 2015 meeting: (1) Scope for Management Consultant DOT is seeking to hire; (2) Scope and related documentation for Management Consultants hired by DOTs in other states; (3) Outsourcing audit the Commission determined was not worthy of publication; (4) Log of calls made to the DOT prior to and after the hotline was transferred to State Inspector General; and (5) Statement of new policy regarding advertisements for work with DOT once finalized and approved by the Commission.
  • Letter from DOT to Oversight Subcommittee (August 21, 2015)
  • DOT provides the Subcommittee the following information in response to the Subcommittee's August 13, 2015 letter: (1) Current draft of an RFP for an outsourcing management consultant for DOT; (2) References from other state DOTs that have hired management consultants; (3) Draft outsourcing audit by DOT Office of Chief Internal Auditor; (4) Log of calls to DOT hotline prior to and after function transferred to State Inspector General; and (5) New DOT post-employment policy.
  • Letter from DOT to Oversight Subcommittee (April 14, 2016)
  • DOT notifies the Oversight Subcommittee that it is withdrawing its law recommendations related to (1) advertising on DOT facilities; (2) penalties for obstructions in DOT right of way without a permit, to allow DOT to conduct more research on the respective subject matters; and (3) an item related to agency organizational charts.
  • Letter from Oversight Committee to DOT (June 15, 2016)
  • The Oversight Committee notifies DOT that the full Committee approved the Subcommittee's study of the agency. It also asks DOT to provide the following information, which was discussed during the June 1, 2016 meeting: (1) Agency's policy relating to promotion of frontline or maintenance workers; (2) Number of agency employees in the six-month self-correction phase; (3) Number of employees who were terminated at the end of the six-month self-correction phase during the last three years; (4) Explanation of events on I-95 during the week of May 30; (5) Explanation as to the policy for installation of traffic lights in certain locations; and (6) Number of unannounced and random drug tests conducted at DOT each year.

  • While the House Legislative Oversgith Committee approved its study of the agency on June 1, 2016, the study included a recommendation that the full committee follow up with the agency at the end of the calendar year.  Information was requested from the agency on several issues: accountability; implementation of Legislative Audit Council recommendations; minority and small business affairs; maintenance; and human resources.
