The House assembled at 12:00 Noon.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

Eternal and never changing God, the Answer to out deepest needs and the Source of our loftiest aspirations, and Who alone can lift our hearts and minds out of our darkest fears, lead us into the light and liberty of Your presence. In our weakness, sustain us; in our strength, discipline us; in our despondency, cheer us; in our doubts, give us the assurance of Your presence. Give us ability for hard tasks, and light when we find ourselves in the valley of despair. May we never doubt Your greatness and goodness, but cling to You with an unwavering faith and an unending confidence.
