    A Joint Resolution to request the Commission of the Department of Highways and Public Transportation to instruct the executive director of the Department to issue General William C. Westmorland a special license plate pursuant to Article 43, Chapter 3 of Title 56 of the Code of Laws of South Carolina, 1976, relating to retired members of the United States Armed Forces, so as to honor General Westmorland by issuing him the special license plate with the words "U.S. Armed Services, Retired" which displays the number "1".
