The House assembled at 2:00 p.m.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Psalm 97:3B: "Lightning lights up the world; the earth sees and trembles."

Let us pray. Holy God, the light of our lives, bestow Your blessings on these Representatives and staff, as they gather to do the work of the people of this State. Guide them with Your everlasting power to serve with faithfulness and integrity. Look in favor upon our Nation, President, State, Governor, Speaker, staff, and all who work for the good of the people. Protect our defenders of freedom as they protect us. Heal the wounds, those seen and those hidden, of our men and women who suffer and sacrifice for our freedom. Lord, in Your mercy, hear our prayers. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
