The House assembled at 12:00 noon.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:

Our thought for today is from Psalm 31:3: "You are indeed my rock and my fortress."
Let us pray. God, You are a safe dwelling place in life's storms. Guide these Representatives through the many areas of interest that will benefit this State. Keep them safe and bless them with courage, strength, wisdom, and integrity in their life and work. Continue Your blessings on our Nation, President, State, Governor, Speaker, staff, and all who labor in these Halls. Protect our defenders of freedom, at home and abroad, as they protect us. Heal the wounds, those seen and those hidden, of our brave warriors. Lord, in Your mercy, hear our prayer. Amen.
