    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 23-6-94 SO AS TO PROVIDE THAT THE DEPARTMENT OF PUBLIC SAFETY OR ANY GOVERNMENT ENTITY SHALL NOT SELL CERTAIN INFORMATION CONTAINED IN A PERSON'S DRIVER'S LICENSE RECORD UNLESS THE PERSON AUTHORIZES THE SALE, TO PROVIDE THAT THE DEPARTMENT MUST REFUND ALL MONEY RECEIVED FROM THE SALE OF THIS INFORMATION AND TO PROVIDE THAT THE USE OF THIS INFORMATION IS RESTRICTED.
