The Senate assembled at 12:00 Noon, the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, hear words of St. Peter to his contemporaries (I Peter 2:13ff):

"Therefore submit yourselves to every ordinance of man for the Lord's sake, whether to the king as supreme, or to governors, as to those who are sent by Him for the punishment of evil doers and for the praise of those who do good..."
Let us pray.

Father, have mercy upon the bedeviled Haitians, so long suffering under poor leadership.

Support our Marines, O Lord. Bless the efforts of Your servant, our President, in the awesome responsibilities of his office, and all good people working for peace and reconciliation among the peoples of our earth.

Hasten the day, Father, when the "seeds of war" shall be plucked from the hearts of all mankind..." And glory, laud and praise be ever thine."
Amen.

The PRESIDENT called for Petitions, Memorials, Presentments of Grand Juries and such like papers.
