Deliberations were opened with prayer by Rev. Jeff Lingerfelt as follows:

Our thought for today is from Psalm 34:1-3: "I will bless the Lord at all times; His praise shall continually be in my mouth. My soul will make its boast in the Lord; The humble will hear it and rejoice. O magnify the Lord with me and let us exalt His name together."
Let us pray: O Lord our Father, You are The King of all kings, above all rulers and all authorities. All of creation is under your dominion and care. Nothing escapes your notice and sovereign control. We as your ministers of government serve under your authority of all governmental affairs. We gather on this day to fulfill those duties entrusted to us, to benefit the betterment of this state and its citizens. We ask for your help. We are fallen creatures needing wisdom and discernment. You have provided grace upon grace that we may administer Your will in every need before us today. Oh, the depth of the riches both of the wisdom and knowledge of God! How unsearchable are His judgments and unfathomable His ways! Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

MOTION ADOPTED

Rep. GILLIARD moved that when the House adjourns, it adjourn in memory of Reverend Jesse Jackson, which was agreed to.

STATEMENT BY REP. WILLIAMS

Rep. WILLIAMS made a statement relative to the legacy of the first eight Black Congressmen from South Carolina, Joseph Rainey, Robert B. Elliott, Robert DeLarge, Alonzo Ransier, Richard Cain, Robert Smalls, Thomas E. Miller, and George W. Murray during the Reconstruction Era.

The First Eight Black Congressman of South Carolina
A Black History Month Tribute

The first eight black congressmen from South Carolina were the epicenter of black political power during the Reconstruction Era (roughly 1867-1877) because the state had a black majority population at the time, it sent more African Americans to congress during the 19th century than any other state.

Between 1870 and 1896, exactly eight black men represented S.C. in the U.S. House of Representatives. Their presence was a radical departure from the pre-war era, and they faced immense personal danger and political opposition.

The first eight black representatives from South Carolina:

1. Joseph Rainey (1870-1879) - The first black person to ever serve in the U.S. House of Representatives

2. Robert B. Elliott (1871-1874) - A brilliant orator who famously debated white supremacists on the House floor regarding the Civil Rights Act of 1875

3. Robert De Large (1871-1873) - A former tailor and agent for the Freedman's Bureau

4. Alonzo Ransier (1873-1875) - Served as the Lt. Governor of S.C. before entering congress

5. Richard H. Cain (1873-1875) - A minister in the A.M.E. Church who pushed for land grants for former slaves

6. Robert Smalls (1875-1879) A Civil War hero who famously hijacked a Confederate ship (The Planter) to deliver himself and his family to freedom

7. Thomas E. Miller (1889-1891) Later became the first president of what is now South Carolina State University

8. George W. Murray (1893-1897) - An inventor who held several patents; he was the last black congressman from the south until the 1970's

After the 1890's, black representation in S.C. vanished for nearly a century. This was due to the rise of Jim Crow and new state constitutions (like South Carolina in 1895) implemented poll taxes and literacy tests designed specifically to disenfranchise black voters.

Violence and intimidation groups like the Red Shirts used domestic terrorism to keep black citizens away from the polls. It wasn't until James Clyburn was elected in 1992, nearly 100 years after George W. Murray left office that S.C. sent another black representative to Congress.

(2) under eighteen years of age if the person is emancipated and has evidence of a previous prescription from a practitioner for a self-administered hormonal contraceptive or an injectable hormonal contraceptive.
